広域地域における一般廃棄物処理システム整備計画の方法論

に関するシステム論的研究

近年、世界的な資源保全問題を含んだ環境問題への関心の高まり、そしてそれら諸問

題への積極的な取り組みは大きな広がりを見せてる中、リサイクルというキーワードの

もと廃棄物処理の目的も大きく変化してきており、最終埋立場の確保難等の様々な問題

も含め各国とも様々なベクトルのもとその将来を模索している。このような社会背景を

受けて、本研究では地域間の広域連携による廃棄物処理システム整備計画の効果的かつ

合理的に進めるため、廃棄物計画において重要な位置を占める計画支援情報作成に着目

し、まず計画問題の構造把握とシステム化に関する検討を行った。ここでの目的は、問

題の状況把握と問題の定義付けができるようにそれを構造化し、その上で今後の問題解

決の可能性を予測することと言え、またその結果として計画目標の設定を行っていくこ

とにある。そして、その計画目標に対する計画支援情報作成ツールとして、リサイクル

処理を考慮した有効な廃棄物処理技術・システム・施設の選択や経済的な妥当性、そし

て最終埋立処分場の残余容量への考慮等を内包した一般廃棄物処理施設整計画モデルの

開発研究及び、これへのサブモデルとして一般廃棄物収集・運搬システム整備計画モデ

ル、一般廃棄物排出量推計モデル、住民満足度推計モデルの開発を行いそれら各モデル

を有機的に連携させた一般廃棄物処理システム整備計画モデルの構築を行うとともに、

地域間連携に際する自治体間の費用負担に対して、広域ごみ処理施設整備・運営費用負

担決定モデルの開発を行い廃棄物処理計画問題に対する総合的かつ現実レベルでのモデ

ル分析を行った。

A Model Analysis on System Approach to the Desirable

Planning Process for Disposal System Process in Regions

Recently, various approaches for environmental issues including resource

reservation have been active. In wastes disposal problems that are resource

reservation, difficulty to secure a final institution, and so on, the objective

of wastes disposal for recycling have expanded.

This paper describes a model analysis on system approach as tools of creating

the information to support a desirable planning of disposal system process of

waste including recycling system that consider the most suitable selection of

technology, system and establishments of process of waste, the economical validity

and the excess capacity of last reclaimed land. And model analysis on system

approach to establishing the desirable planning of disposal system process of

waste including recycling system by the synthetic actuality level for the wastes

processing systems improvement project problem was examined through case study

analysis at the Kusatsu City and the Rittou town.
