子育てに適した地域システム実現のための計画策定への参加手法

に関する基礎的研究

　本論文では持続可能な都市の実現にあたっては、人口学的な立場、少子化問題を

解決し、一定の出生率を維持することが必要不可欠であるという立場にたち、現在

の都市づくりの計画策定過程の問題を探り、新しい計画策定システムを提案する。

　少子化については、厚生省主導ですすめられた児童育成計画（通称「エンゼルプ

ラン」）等で対応策が講じられているが、その内容は保育施策の充実が中心となっ

ている。しかし、動物行動学的には、類人猿に関する研究などからも生活環境と出

生行動の間に因果関係があり、生活環境が子育てに不利な条件を多く持つところで

は出生行動が控えられることが明らかになっており、人間の出生行動においても、

都市の物理的な生活環境が重要な意味を持つことが考えられる。

　このような立場にたち、子育てに適した生活環境づくりにおいては、保育施策等

も含めた地域システムの一環として都市の物理的な生活環境づくりが必要であるこ

と、子育てに適した生活環境づくりは、子育てに関わる当事者として父母、保母等

の意見を把握した上で行う必要があることを父母、保母等へのアンケート調査、東

京２３区および全国の市のエンゼルプラン策定担当者および、都市計画マスタープ

ラン担当者へのアンケート調査により明らかにする。

　さらに、自治体が地域システムとして子育てに適した生活環境づくりを実現する

ために、子育てに関わる当事者が参加しやすい計画策定システムとして、子育てに

関わる内容をすべて扱う計画をまとめ、それを自治体の全体計画に反映させるとい

う方式を提案し、自治体担当者へのアンケート調査の結果、この方式が受容可能な

ものであることを確認している。

Basic research of a participation method of planning to

realize convenient regional system for child realing

To realize a sustainable community, stopping decline of fertility is

required.

Firstly the paper has examined increasing fertility and making child care

more easy and happier, each planning item including nursing, education,

medical care, urban development, parks, safety of roads is dealt

with as a part of a regional system.

Secondly questionaries are done to child realing people and local

government officials to examine current condition of urban environment

and current planning process of local government. And the result shows

the necessity of child realing pelple's participation to the planning

process of local government.

Thirdly, the paper proposes a new way of planning. In the process of

planning, the needs of child realing people are once accepted as a

comprehensive plan for child realing people to encourage their participation.

And then it is incorporated to a comprehensive plan of local governmet.

This paper also proved this system is acceptable for local officials.
