機械分野における福井県外資本企業の現状と問題点

地方自治体などを中心に、工業団地を造成して企業誘致を行い、雇傭の拡大、税収の

確保、地域の活性化が盛んに目論まれた。これらの目的が十分達成されているのか、ま

た一方で、進出企業側が持っていた期待と、その後の現実がどのようなものであるかを

考察する。

調査は、福井県の製造品出荷額の約３分の１を占める機械分野の企業の中から、本社

を県外に持っているか、県外企業の子会社であるものを対象とし、１９９９年度１年か

けて、経営形態、規模、進出動機、現状の問題点などについて、２２社の訪問聞き取り

を行った。

経営形態は、製造事業所と独立法人子会社が55：45であるが、独立法人の場合でも

経営中枢が県外にあり、また、技術開発能力を持たないケースが大半であった。福井県

内での新規雇傭は中級以下の労働力が主になり、設計や開発人員は本社採用と言う場合

が多い。県内採用を行っている場合でも、福井市、敦賀市などの県内大都市から僅か３

０km位入ったところでは、設計や開発など高級労働力を確保出来ないという苦情が聞

かれた。製造事業所の場合、事業所出荷額が社内納品価格にもとづいており、市場への

出荷額にたいして２?３０％の割り引きになっているケースが良く見られる。また独立

法人の形を取っている場合、国際間で問題になる過少資本に相当すると思われる場合が

散見された。国内法では問題とはならないだろうが、いずれの場合も、地方税収面から

は損失である。工場進出にともなう協力企業群の形成はきわめて微弱で、進出以前の協

力企業との関係をそのまま継続している場合が多い。地域との関係は概して通り一遍で、

新たな地域文化を形成しているケースは見当たらない。

with Headquarters outside the Prefecture

Local governments used to try to develop industrial parks on a large scale and to invite

companies widely. The aims were to increase employment, tax revenue and to activate the local community. The purpose of the research is to clarify the satisfaction on both sides.

The survey in terms of interviews has been made in the fiscal year 1999 to the 22

companies in the mechanical manufacturing of the Fukui prefecture with its headquarters outside.

Questionnaire included style and scale of management, motivation of moving and the problems at the moment. The style of management is either a manufacturing works or an independent subsidiary corporation, but management headquarters in substance are not in the prefecture. The employment is mostly for blue-color workers and workers for design and development are recruited at the substantial headquarters. Some companies in the rural areas complain that they can not recruit white colors. The annual shipment is mostly based on the internal sales cost and is lower than the wholesale by 20-30%. The capital of independent subsidiary corporations is often too small compared to the annual turnover. In both cases, the local tax revenue is reduced to some extent. Formation of subcontractor groups after moving into the Fukui prefecture is not enough, then the companies keep the relation with the subcontractors at the old site. It is quite rare that the new culture originates through interaction of the companies with the local communities.
