中国における最適交通投資の評価及び環境影響分析
現在、都市への人口集中は世界共通の問題である。特に、中国では、その都市への人口
集中が深刻な問題になっている。世界銀行では、2010年までに5000万人が農村から都市
へ集中すると予測している。
中国の交通需要は経済成長とともに増加し、これまでは交通投資を行うことでこれに対
応してきた。しかし公共投資資金が限られている中で、交通需要は伸び続けている。そこ
で、この問題に対応するためには交通投資や投資優先順位を調整し、交通投資効果が正し
く評価しなければならない。
さらに最近は経済的成長だけではなく環境に対する関心も高まっており、投資による経
済効果分析と共に環境影響評価を行うことが政策を検討するうえで重要になっている。
従って、交通投資は地域発展を促進する有効な方法であると思い、研究のテーマにした。
本研究は中国の地域交通ネットワークの現状を把握し、不効率な地域経済発展の理由を
交通投資の側面から明らかにする。国家全体の発展は地域の効率的な発展をもたらしてい
ないことが明らかになっている。そこで地域成長を果たすことができるような制約を与え、
その上で環境保全のための汚染制約も考慮する。
中国の交通資料とそれと関わる大気環境汚染の最新のデータを収集する。交通手段は
道路、鉄道と海運を想定する。
中国の地域経済の発展を記述した、多地域多部門地域経済モデルを構築する。
シミュレーションにより運輸システムの拡大と変化による地域経済の変化を分析し、
総合交通ネットワークの改善が各地域にどのような経済効果をもたらし、環境にどの
ような影響を与えるのかを考察する。
Evaluation of the Optimum Transportation Investment in
China and its Impact on the Environment
The trend of humanity's concentration in cities
is not only a problem to China but
also a common problem to the whole world.
Chinese transportation demand increased
with economic growth, and has been met by
performing transportation investment
until now. Extended transportation demand
has been met by the limited public
investment capital. In order to deal with
this situation, we should regulate the
transportation investment and set up a
hierarchy on the basis of the investment
priority and evaluate the transportation
investment effect correctly. In this paper, we
present the recent development of the
regional transportation network in China. The
reasons for inefficient regional economic
development from the point of transportation
investment are found out. The national
development does not mean efficient regional
development. The transportation means
assumed roads, railroads and marine
transportation. A multi-regional and
multi-sectoral planning model is formulated
according to assumed restrictions.
Considering environmental preservation, these
restrictions lead to efficient regional
development. In the present paper, based on
simulation, the setting of a comprehensive
transportation network is analyzed in order
to improve the regional economy and also environmental condition.
