環境政策における環境マネジメントシステムの有効性
1995年のG7環境大臣会合で政府のグリーン化（Greening
the Government）の重要性が説かれ、1996
年の OECD諸国環境大臣会合において、政府機関は自らEMSを導入し、EMS促進を行うことが提言され
た。一方、産業界ではリオサミット以降、組織が法令などの規制や基準を遵守することにとどまらず、自主
的に環境保全の行動をとるためのシステムとしてEMS構築の動きが進んでいる。公共機関の中には産業
界で用いられているEMS規格に基づいて政府のグリーン化を行おうとしているところもある。この動きは日・
英・独・米の公共機関に見られる。EMSに関する既存研究は企業が対象となっており、公共機関の研究は
ほとんど行われていない。
拙著「公共機関のEMS構築ﾑ情報公開と市民参加から」2000(現在地域学研究に投稿中）ではEMS構築
プロセスのどの段階においてその費用を負担する可能性のある住民に対しどのような情報を提供している
のか分析を行った。
本稿では、�EMSの手法は環境政策の中でどう位置付けられているのかを分析する。環境政策や環境法
の分析についての既存研究は法学、政治学の分野で行われている。そこで、既存の総合政策としての環
境基本計画、アジェンダ21とツールとしてのEMSの関連性をEMS認証取得済みの公共機関に対して行う
フィールド調査と関連づけて示す。�公共機関のEMS構築にどれだけ費用を費やし、また構築によりパフォ
ーマンス上でどのような効果があったのかを分析することにより、公共機関によるEMS構築の有効性につ
いて考察を行う。環境評価には貨幣的換算方法と物量的換算方法があり、前者を用いて分析を行うが、
貨幣換算が難しいものに関しては後者も用いる。

Since Rio summit in 1992, Sustainable
development becomes an important phrase for the
Environment. In recent years, with the
publication of BS7750, EMAS, and some standard of ISO
14000 series, there has been a heightened
international interest in and commitment to improve
environmental management practices by both
the public and private sectors.
This article aims to
analyze the movements of public sectors which try to implement EMS
(Environmental Management Systems) and to
point out the reason of implementation and its political
effectiveness. It is divided into the
following two main parts: the first describes the relation between
EMS and policy like Local Agenda 21,
Environmental Basic Plan etc. Questions examined here are
how does it related, how the tool of EMS
can be used for the policy. The second part provides a
survey dealing with the concept of
evaluation like cost-benefit, environmental performance in the
field of environmental economics,
environmental accounting while using field research. Questions
examined here are how much money required
to have EMS, what the public sectors with EMS can
get by having EMS, and how effective to implementing EMS.
