市場経済の下で環境管理体制改革方向についての検討

中国において市場経済の深く進行により、計画経済時期の環境管理体制が新しい時代に

合わなくなり、さらに現在環境保全管理体系の整備に対して大きな阻害要因になっており

ます。本文はこのような体制問題を捉えて、これらの形成された要因そして環境保全に対

する悪影響メカニズムなどを徹底的に分析したうえで、政府機能と企業機能との分離、環

境保全市場化の推進、多級管理体制のつくり、健全な環境監測システムの設立などの具体

的な改革対策を提案しました。

Reform of the management system for environmental

Protection Under market economy

As the economic reform is deepened, the old environmental management

system have not adapted to the demand of market, speeding up the reform

of environmental management system have become a most important task

for environmental protection in China, This paper detailed analyzed the

problem which is obstructing the environmental protection and present

some concrete policies, including pushing the environmental protection to

the market economy, separation the political responsibility and the

enterprise responsibility, providing paid services, realizing three-level

management, establishing environmental monitoring system, making and

improving regulations suitable for the market economy.
