地方財政を考慮した都市施設・基盤施設整備と地方都市の成長に関する分析

今日の我が国の社会・経済状態は、経済的混迷を背景に大きな変革期を迎えている。

特に、「高度情報化・高度技術化」、「国際化」、「都市化」、「高齢化」、「多様化・複雑化」

を底流とした「経済のソフト化・サービス化」、「市場の国際化」に対応した施策が望ま

れている。こういった、社会的・経済的要望に応えるべく、将来にわたる変化に対して

柔軟にかつ効果的に対応できるとともに、個人及び多様な社会的集団で構成される

社会・経済システムを健全でかつ活性的に保つために、国・都市・地域計画の方向性を

決定していく必要がある。社会・経済環境の整備を、効果的・効率的に進めるにあたって

は、都市や地域の個性が十分に発揮され、さらには発展性をもつ都市や地域となるよう

に導ける施策の計画と実施が必要となっている。このような都市づくりの考え方が求め

られる一方で、様々な社会的・経済的な要因から公共事業の成立性、実現性は乏しく

なる傾向が強く、プロジェクト化のための方法論を確立することが必要である。これま

で、公共と民間企業が協力体制のもと都市づくりを計画的に行うことは少なく、

経営的・経済的観点からも効率が悪くなることが多かったが、近年、公共財源の不足も

あり、公共が民間企業の資金・資材・人材を活用して公共的事業を行おうという動きが

広がってきた。そこで、事業を実現・成立させ、持続させていくための円滑かつ健全な

財政の維持することが重要となってくることから、本研究では、地方都市における都市施

設・基盤施設整備と都市の発展の関連性に着目し、公共財政を考慮した都市・地域計画に

関する分析・検討を行うこととした。

A Study on Affects of Development of Urban Facilities and

Infrastructure on the Growth of Local City considering

Municipal Finance

In this study, urban and regional plans are analyzed considering public finance, focusing

on the relationship between the development of urban facilities/infrastructure and

the growth of the city in local city. Facing the economic and social change, action plans

responding to these changes are needed. In order to deal with the economic and social

demands, respond to the change for the future flexibly and effectively and maintain

the social and economic system healthy and energized, policies of regional planning have

to be decided appropriately. In planning the development of social and economic

environment effectively and efficiently, the plans to consider the characteristics of the city

and region and lead them to grow to desirable direction have to be implemented. On the

other hand, the feasibility of the construction project to realize the desirable city and

region is difficult to be proved due to the social and economic aspects, and it is necessary

to establish the theory for the project planning. There have been few cases that public

sectors and private companies join the construction project with cooperation, which

is believed to improve the effectiveness in management and finance; however, there is

a movement to implement the project with this method.
